Recognition criteria
Identify the institutional change and its demonstrable effect on people or communities. Political alignment is not an eligibility criterion.
Eligibility and fair evaluation
Open to eligible nominations under the general programme rules. The positive impact, even if small, must be identifiable. Nominations are compared with candidates of a comparable type. Self-nomination is welcome; awards are not based on prestige or popularity alone.
