From digital identity to marriage applications, Estonia and Chile offer a revealing comparison of how public services move online. Their connection also includes documented cooperation on digital skills.

Estonia and Chile are geographically distant, but their public administrations share a practical ambition: making services accessible through digital channels. Estonia has established an international reputation for digital government, while Chile has built tools such as ClaveÚnica and ChileAtiende to connect people with state services.

The comparison has a measurable basis. In the United Nations’ 2024 E-Government Survey, Estonia ranked second worldwide. Chile ranked 31st, rising five places from the 2022 edition, according to the Chilean Ministry of Finance. These are results from the 2024 survey, rather than a claim about a new 2026 ranking.

A connection beyond the comparison

There is also a documented institutional link. In 2024, Chile’s Ministry of Finance reported an agreement with Estonia’s e-Governance Academy to strengthen the digital capabilities of Chilean public officials. A Chilean delegation visited Estonia and participated in the e-Governance Conference, with exchanges covering digital identity, interoperability and cybersecurity.

The ministry’s account of the visit places that cooperation within the EU–Latin America and Caribbean Digital Alliance. The relationship therefore extends beyond two countries independently adopting online services: it includes an exchange of administrative knowledge.

What “online marriage” actually means

Marriage provides a useful example of the distinction between digital paperwork and an in-person legal act. Estonia introduced electronic marriage applications on December 30, 2022. Eligible couples can submit their application through the population register’s secure online environment.

That does not mean the wedding itself takes place by video call. Estonia’s official digital-government information service explicitly distinguishes the electronic application from the physical ceremony. The City of Tallinn’s marriage-registration guidance likewise describes marriage being contracted in the presence of a vital statistics official and sets conditions for using the electronic application service.

Chile also offers an online step: couples can reserve an appointment for civil marriage using ClaveÚnica. ChileAtiende’s guidance describes the subsequent process with a civil registrar, including the preliminary declaration, witness information and arrangements for the celebration. Online booking should therefore be distinguished from an online wedding.

Digital identity in everyday use

ChileAtiende describes ClaveÚnica as a digital identity for accessing state services and benefits online. A concrete example is the criminal-record certificate, which the official service guidance says can be obtained online, including by Chileans abroad.

These examples show why the comparison matters beyond technology rankings: digital access changes where people can complete administrative tasks. The two countries have distinct systems and eligibility rules, but both offer practical alternatives to some office visits.

Reporting note: This feature draws on official government guidance, the UN’s dated survey results, and artist and music-platform listings. Kerli’s music is presented as a cultural spotlight alongside the digital-government comparison.
